Applicants must be students who are gifted scholastically and must demonstrate a financial need to be eligible. Preference may be given to the students from one of these Kentucky counties: Knott, Floyd, Johnson, Martin, Pike, Letcher, Breathitt, Perry, Magoffin and Harlan.
