Applicants must be legal residents of Maine graduating from a public high school in Maine and attending a two- or four-year program at an accredited college. Scholarships are based on academic performance, community service and financial need. One scholarship is given out at every Maine public high school, with one extra scholarship per county intended for first-generation college students.
