Applicants must be a permanent resident of the U.S. and be professionals, technicians or full- or part-time students enrolled in an accredited U.S. college or university. Selection is based on the overall strength of the application.

Applications are available online. An application form, two recommendation forms, an academic transcript and essay scholarship questions are required.
