Applicants must be high school seniors at an accredited high school or college freshmen if their Eagle Scout board of review was held the same year of their high school graduation. Students must be a current registered and active member of a Boy Scout troop, Varsity Scout team or Venturing crew and an active member of a synagogue. Applicants must have received the Ner Tamid or Etz Chaim religious emblem and must show practical citizenship in their school, Scouting unit, synagogue and community.

Applications are available online. An application form, one Scouting recommendation letter and one religious leader recommendation letter are required.
